The Swedish Consumer Agency (Sw. Konsumentverket) has found that only 17% of tested children’s activity toys comply with EU standards, a finding made within the framework of the EU initiative Joint Actions on Compliance of Products (JACOP 2024).
Under the initiative, market surveillance authorities from EU member states and EFTA countries assess whether a wide range of products – such as toys, electric motors, fridges and child safety equipment – meets EU requirements. This joint initiative runs until March 2026 and focuses on targeted safety investigations to assess compliance with existing product safety legislation and regulation.
With an EU-wide failure rate of 84%, the responsible department of the European Commission has recommended continued monitoring of children’s activity toys through testing and sampling, or by administrative market interventions.
Product safety remains highly relevant, with the General Product Safety Regulation (GPSR) having entered into force in December 2024 and the EU Toy Safety Regulation and the new Product Liability Regulation on the horizon.
