The rules under Regulation 2024/1689 (AI Act) concerning general-purpose AI will come into effect on 2 August 2025. To provide additional guidance on these requirements, the AI Office has coordinated the development of the General-Purpose AI (GPAI) Code of Practice, which serves as a voluntary tool for AI model providers. The Code of Practice was published on 10 July 2025.
In addition, the GPAI Guidelines are expected to be published before August 2025. Together, the Guidelines and the Code of Practice provide clarification on how the European Commission will interpret and apply the provisions relating to GPAI, supporting the industry in meeting the AI Act’s legal requirements related to safety, transparency, and copyright for GPAI models.
The code is divided into three chapters. The transparency chapter sets out documentation duties intended to inform users and regulators about AI models. The copyright chapter outlines obligations to respect EU copyright law in both data sourcing and model outputs. The safety and security chapter requires risk assessments and the implementation of mitigation measures for models presenting systemic risks.
