Today, the European Data Protection Supervisor (EDPS) introduced its concept note on the Digital Clearinghouse 2.0, a proposal aimed at fostering a consistent, cooperative, and coherent approach to enforcing EU laws regulating digital markets. This initiative highlights the need for improved cross-regulatory collaboration to navigate the complex and rapidly evolving digital regulatory landscape.
Three key areas
The EDPS has identified three priority areas to address these challenges:
- The need for a coherent and consistent application of EU law in the digital economy, in particular of the so-called ‘EU Digital Rulebook’.
- The need for cross-regulatory cooperation between competent regulators.
- The necessity to uphold data protection as the backbone of this digital regulatory framework.
The Digital Clearinghouse 2.0 Proposal
To achieve these goals, the EDPS proposes the creation of the Digital Clearinghouse 2.0, a forum where regulators can:
- Identify areas of cross-regulatory concern.
- Exchange knowledge, experiences, and resources.
- Coordinate actions to enhance regulatory coherence.
For the forum to be effective, it should be equipped with adequate resources, including a permanent secretariat. The EDPS also encourages the European Commission to consider legislative measures to facilitate the exchange of information among regulators about ongoing investigations.
